A company or business function whose employees

commitment." But while executives want it,
it's very difficult for them to gain it.
That's because traditional ways of gaining
strategic commitment - by creating a viable
strategy and communicating it clearly and
continually throughout the organization
- are not nearly enough. We refer to these
as the "content"
issues of the strategy.
Most of all, strategic commitment requires
senior executives to resolve the "context"
issues. Context issues
are employee perceptions about their leaders,
of which four are critical: leaders' sincerity
and honesty, courage to raise and address
tough issues and make difficult decisions,
competence in executing the strategy, and
care and concern for those affected by it.
